The New York State budget passed on April 19, accounting for a spending plan totaling $237 billion.

HOUSING

In the Fiscal Year 2025 budget is a plan to combat the national housing crisis that continues to hit New Yorkers. The plan includes funds to build additional housing, strengthened protections for both homeowners and tenants, as well as measures to combat housing discrimination. The budget includes funding for a $500 million capital fund to develop up to 15,000 units of housing on state-owned sites across New York.

LEGAL CANNABIS

A little more than a year into legal cannabis sales, the state is cracking down on unlicensed pot shops, increasing authorities’ abilities to enforce restrictions. In addition to launching a statewide task force, localities will have more authority to padlock businesses selling illicit cannabis and adopt laws regulating the market. Additionally, there will be crackdowns on landlords who turn a blind eye to shops peddling illegal products.

RETAIL THEFT

The state is cracking down on retail theft and bolstering worker protections by elevating assault of retail employees from a misdemeanor to a felony. Additionally, businesses selling stolen goods will be held more liable and prosecutors can combine the value of stolen goods when filing charges.
