PERTH -- After careful consideration, Perth Town Board decided to reject all bids for the new highway garage at Thursday night's regular town board meeting.
On on Sept. 26 at a special meeting to discuss the garage bids, Buck Construction had the lowest out of six, coming in at $626,000, yet still exceeding the $600,000 bond approved by the town's voters last year.
Representative David Paillon of Passero Associates, the design firm coordinating the bid process, came back to the board Tuesday with a reduced bid of $588,000 from Buck Construction with details on the reductions.
Paillon said Buck Construction was ready to work and could complete the job within 60 days. The price did not include winter construction, which would mean paying for heat and other winter-related issues. Paillon recommended to the board to keep all work within the buildings footprint with the general contractor.
Perth Highway Superintendent David Dopp submitted his plans to the board of work the highway department could do on their own to help reduce the cost of the garage and the cost to taxpayers.
Dopp also had a suggestion of reducing the cement skirt around the building an using asphalt in its place, hence another reduction in the overall cost.
"I know these workers and what they are capable of, the town pays them to work anyway" said Dopp. He thought the Perth highway department was more than able to complete some of the site work before the winter.
Perth Town Supervisor Greg Fagan suggested to rebid the job at the end of the year with possibly an April 1 start date.
"I'm really concerned about the winter weather, and any additional costs that may entail. We're already at $588,000 and can't go over $600,000." said Fagan.
In order to start the construction project, the town would need to secure a bond anticipation note. According to town counsel Carmel Greco, the bond anticipation note would probably take two weeks to secure.
Greco pointed out that there is a substantial change in the bid, a reduction of $40,000, and that would be enough for them to rebid the job, should they choose to reject all bids.
Councilman Walter Kowalczyk did not vote in favor of rejecting the bids alons with the other council members. He thought the construction company would get the job in the proper time frame before winter and had concerns about costs of the new bids.
The next meeting of the Perth Town Board is scheduled for Nov. 1 with three public hearings; Local Law #2-2012 allowing the town board to exceed the property tax limit for the 2013 budget at 7:05 p.m.; the town of Perth 2013 budget at 7:10 p.m. and the 2013 Fire Protection Contract with the Perth Volunteer Fire Company at 7:15 p.m.
There will be a special budget review meeting on Oct. 18 at 7 p.m.
