Police: Man pleasured himself while watching county crews

TOWN OF FLORIDA -- A 49-year-old man is facing public lewdness charges after allegedly pleasuring himself in front of a Montgomery County Department of Public Works crew.

Jeffrey C. Smith, of 138 Dunlap Road, was arrested Tuesday after DPW workers told police he was standing by the side of the road and masturbating while crews were hosing down a nearby bridge.

According to the county Sheriff's Office, the DPW crew said Smith walked across the street from his residence and stood by one of his out buildings. The crew members said they noticed the man peeking around the corner at them, and when they went to investigate, they said they found Smith masturbating.

Police said the workers yelled at him before leaving the area in order to refill a water tank being used to spray water on the bridge.

About 20 minutes later, police said Smith came out of his house again, but this time, the DPW workers were ready. County employees whipped out their camera phones and filmed the man, who was again in the act of pleasuring himself as he watched them, the news release said.

According to police, the workers informed Smith that he was being filmed and that he was going to be arrested.

Deputy K.P. Collins arrived on scene and charged Smith with two counts of public lewdness. He was issued an appearance ticket and released.

Smith is scheduled to appear in Florida Town Court on May 16.
