Troopers make a second arrest in scheme to rape young child

TRIBES HILL -- Police last week arrested a man who allegedly raped a child twice after a Tribes Hill man arranged it over the Internet.

State troopers on Thursday charged Neal D. Sommers, 27, of Albany, with first-degree rape of a victim less than 13 years old, first-degree criminal sexual act, and predatory sexual assault against a child, all felonies. He also faces a misdemeanor count of committing an act in a manner injurious to a child.

According to the arrest report, Sommers is in custody. No bail amount is listed.

Sommers' arrest follows that of 59-year-old David A. Andrews of Tribes Hill. Police said Andrews made arrangements to provide Sommers with the child. He was arrested April 10.

Andrews is also accused of raping the child on multiple occasions during the course of several months. He was charged with first-degree rape, first-degree criminal sexual act, first-degree course of sexual conduct against a child, and endangering the welfare of a child.

The arrest report says Andrews was released on $50,000 cash bail after he was arraigned in Mohawk town court. The investigation is ongoing and additional charges are pending.

The arrests stem from an ongoing investigation which reportedly started in September 2012, conducted by the State Police Internet Crimes Against Children Task Force and the Criminal Investigations Bureau in Fonda.

Police are asking that any minors who have been approached by Andrews, or anyone who has further information regarding inappropriate conduct he may have committed, to contact the State Police in Fonda at 853-4708.
