PROPOSITION #1: “Shall the budget for the Galway Public Library for the fiscal year 2017-2018 be approved and the amount of $154,340 be raised for such purpose by taxes levied on all the taxable real property within the Galway Central School District?” PROPOSITION #2: Shall (1) the Board of Trustees of the Galway Public Library (the “Library”) be authorized to construct a new Library building to be located on East Street in Galway, New York, including the acquisition of equipment, machinery, apparatus, appurtenances, site work and other improvements, and expenses in connection therewith, at an estimated maximum cost of $2,567,000, and expend such sum for such purpose; and (2) the Board of Education of the Galway Central School District (the “District”) be authorized to levy the necessary tax therefor, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education; and in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $1,150,000, and levy a tax to pay the interest on said obligations when due? VACANCIES ON THE BOARD OF TRUSTEES: To elect three (3) Trustees of the Galway Public Library to fill three vacancies. Two of the vacancies are five-year terms of office that begin on July 1, 2017 and end on June 30, 2022 replacing Phyllis Keeler and Arlene Rhodes who will be vacating their seats effective June 30, 2017. The third vacancy is to complete a five-year term of office that begins immediately following the election on June 14, 2017 and filing of an oath of office with the Galway Public Library Clerk and ends on June 30, 2020. This vacancy replaces Jim Hodsoll who resigned on November 3, 2016 from his five-year term of office that was effective July 1, 2015 – June 30, 2020. Paul Ashman was appointed to this seat in December, 2016. He resigned on March 2, 2017, and the term of office remained vacant until the next general election on June 14, 2017. There are approximately three years remaining on this term of office.
The vote upon such propositions and Board of Trustees shall be by machine or absentee ballot. The hours during which the polls shall be kept open shall be from 10:00 a.m. to 8:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling places at 8:00 p.m. to cast their ballots. FURTHER NOTICE IS HEREBY GIVEN, that a public information meeting will be held at the Galway Public Library on Wednesday, June 7, 2017 at 7:00 p.m. prevailing time, to discuss the items set forth herein to be voted upon at the June 14, 2017 election and, FURTHER NOTICE IS HEREBY GIVEN, that a copy of the statement of the amount of money which will be required to fund the Galway Public Library’s budget for 2017-2018, exclusive of public monies, may be obtained by any resident of the Galway Public Library during Library business hours fourteen days immediately preceding the election except Saturday, Sunday or holidays, at the Galway Public Library, 5264 Sacandaga Road, Galway, NY and, FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of Trustee of the Galway Public Library shall be filed with the Library Clerk of said Public Library at his/her office in the Galway Public Library, no later than 30 days prior to the election date. Each petition shall be directed to the Library Clerk of the Galway Public Library; must be signed by at least 25 qualified voters of the Galway Central School District; must state the name and residence of each signer, and must state the name and residence of the candidate. All seats are “at large” which means that each nominee is eligible for every vacancy rather than only for a specific seat, and, NOTICE IS HEREBY GIVEN that personal registration of voters is required. Personal registration for district voters who have not voted in school or town elections during the past four years will be held on May 31, 2017 from 7:30 – 3:30 PM in the Office of the District Clerk located in the Galway Jr./Sr. High School. If a voter has heretofore registered pursuant to Section 2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. The Board of Registration will meet for the purpose of registering all qualified voters of the district pursuant to Section 2014 of the Education Law at the Galway Central School District, on May 31, 2017 between the hours of 7:30 A.M. and 3:30 P.M., and to add any additional names to the Register to be used at the aforesaid vote election, at which time any person will be entitled to have his or her name placed on such Register, provided that at such meeting of the Board of Registration he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at such election for which the register is prepared. The register so prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District at Galway School, and will be open for inspection by any qualified voter of the District beginning on June 1, 2017 between the hours of 7:30 AM – 3:30 PM, prevailing time, on weekdays, and each day prior to the day set for the election except on Saturdays, Sundays and holidays and at the polling place on the day of the vote. Absentee ballots may be applied for at the office of the District Clerk, Linda Casatelli. Applications for absentee ballots must be received by the District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to June 13, 2017, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk not later than 5:00 p.m. on June 14, 2017. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk during regular office hours until the day of the vote. Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person whose name appears on such list, stating the reasons for the challenge. BE IT FURTHER RESOLVED, that, at the request of the Galway Public Library (the “Library”), the School District Vote shall be held concurrently with the Library annual vote (the “Library Annual Vote”) and that the District Clerk is hereby authorized to work with representatives of the Library to coordinate the School District Vote and the Library Annual Vote. BE IT FURTHER RESOLVED, that the District Clerk is hereby authorized and directed to publish a notice of such meeting in two newspapers of general circulation within the School District, four (4) times within the seven (7) weeks next preceding such School District meeting, the first publication to be at least forty-five (45) days prior to the date of the meeting.
